Student expects to complete their study and work afterward in Canada. By utilizing their Canadian education and work, they have been settling in Canada as permanent residents. 
But, with the new Express Entry system, these candidates are having serious difficulty in getting through because most of them do not have Labour Market Impact Assessment. The last draw on Feb 7, 2015 had the lowest score of 818, which all successful candidates must have LMIA to get invited. In that sense, it would be very difficult for Canadian educational institutions to attract international students when they may not be able to settle in Canada permanently after paying significant tuition fees.
