Many temporary foreign workers—and their employers—have been anxiously awaiting updates to the Ontario Immigrant Nominee Program (OINP) for 2025. With significant changes to both the federal Express Entry system and the Labour Market Impact Assessment (LMIA) process, the provincial nominee program has felt unusually quiet.

So far, there have been few, if any, OINP draws in 2025.

But that may soon change.

On May 28, 2025, the Government of Ontario introduced a new piece of legislation called the Working for Workers Seven Act, 2025 (Source). This act outlines several key changes that could reshape the OINP moving forward. Here’s what you need to know:

  • New Interview Powers for Inspectors:

OINP inspectors will now be able to require in-person interviews with applicants to strengthen program integrity and reduce fraud.

  • Flexible Nomination Streams:

The government will gain authority to create or remove immigrant nomination streams as labour market needs evolve.

  • Application Returns Based on Labour Needs:

OINP can now return applications that no longer match Ontario’s job market needs—allowing the program to focus on the strongest candidates.

  • New Employer Portal Launching Summer 2025:

Employer applicants will be able to submit OINP applications directly and electronically through a new portal, making the process more efficient.


What This Means for Employers and Workers

While these changes aim to modernize and strengthen the OINP, they also create uncertainty for many temporary foreign workers and their employers who have been waiting—often for months—for a draw.

The province has not announced a specific transition plan or timeline for implementing these changes, which leaves some in a difficult position.
